What looks like a chimney is actually the remains Cheomseongdae Royal Observatory. Astronomers would climb up the tower to have a fixed position to observe the stars and planets.

This is a guard house on the edge of the DMZ in South Korea. You will see fences and guard towers all along the waterways going almost into Seoul. The please note the sign.
